Keynote Speech by Ms. Park, Young-sun, Member of the National Assembly of the Republic of Korea

National Assemblywoman Park:
Dear fellow citizens, I am Park, Young-sun, a member of the National Assembly. From its inception after the May 16 military coup, the Korean Central Intelligence Agency (KCIA), a predecessor of the National Intelligence Service (NIS), has had its impediment as the storm trooper of the military dictatorship. Since then, it has harassed the Korean nationals by being at the forefront of suppressing the human rights, infringing on democracy to prolong the Yushin Regime.
Appointment of Mr. Kim, Ki Choon this morning as the Chief Presidential Secretary who drafted and revised the Yushin Constitution, who served as the Chief of Counter Intelligence Department at KCIA between 1974 and 79 when the Yushin was at its peak, and who was the main figure of the Cho-Won Swellfish Restaurant Incident in December 1992 and who was the symbolic figure of political prosecutor, all exhibit the real characteristics of the Park Geun-hye Administration.
Mr. Nam, Jae Joon, the Chief of the NIS, is in the process of converting the NIS to an organization dominated by ex-military personnel by appointing 7 or 8 ex-military personnel in the key positions, including Mr. Park, the Chief of General Affairs Bureau at NIS. This is also a pain of the Korean people.
Mr. Nam, please look at me in the eyes. The NIS is now an omnipotent and extraterritorial kingdom. Its budgeting and appointment of its personnel are all decided in a secret room. No one at NIS can be punished for any kind of wrongdoings.
Although it is said that the Prosecutors' Office is omnipotent, the NIS is an exception. Even when there is corruption of its employees or violation of public moral, the NIS can only be investigated by Prosecutors only if the Chief of the NIS gives a consent. The NIS is an isolated kingdom which completely disregards and disrespects the Korean nationals.
Mr. Nam, did you give your consent to the Prosecutors when they tried to search and seize the NIS last time? Please answer. Did you give your consent to the search and seizure?
Chief of NIS, Nam: I will respond to your question during the closed meeting.

As you cannot answer the question now, it looks like you did not give your consent. The NIS's political intervention, its intervention during the General and Presidential elections in 2012 is unthinkable in a normal country. The NIS's arrogance that it has omnipotent authority to reign over the Korean nationals and has ability to do anything that it wants to do is simply denying that the Republic of Korea is a democratic nation.
What is even more concerning is that the "NIS's On-line Reply Incident" has not ended but is still on-going. If Mr. Won, Se Hoon's NIS wielded a sword and lanced spear against its own people posting on-line replies, while turning blind eyes to its required duty of counter intelligence and counter terrorism, Mr. Nam's NIS went even further to deceive the Korean people.
On June 24, Mr. Nam nonchalantly disclosed the text of the South and North Summit Talks. From that date, Mr. Nam's NIS has been branded as an un-forgivable, anti-constitutional, anti-democratic, above-the-law league of its own.
The honor of the Nation has fallen to the ground, and the international media including the Wall Street Journal and the Washington Post criticized the NIS as a political provocateur and a leaker of the national secret.
If the human rights of the Korean people was trampled down by the combat boots in the past, Mr. Nam's NIS is committing an act of terrorism, a white terror. This is a national disgrace unparalleled in a proper nation in any other part of the world.
Unauthorized disclosure of the text of the South and North Summit Talks is beyond the discretion of the Chief of the NIS. If it was his own independent decision, Mr. Nam should not be sitting here. If there was connivance or acquiescence by the President, then the President should take responsibility and apologize to the Korean people. Did you report to the President? Have you? This is another important issue that you must answer today.
The pain of the Korean people cannot be relieved simply by replacing the Chief Presidential Secretary. Today's appointment by the Blue House was like rubbing salt on the wound of the people.
There was an incident at the NIS under Mr. Won, Se Hoon. "If the opposition party says something that does not make sense, duck them into the river." This is the same as saying that the people who did not vote for Ms. Park Geun-hye or who voted for the opposition should be ducked into the river. This is equivalent to treating half of the Korean people as its enemy and brandishing a sword and spear at them.
Mr. Won's NIS defined the Korean people who had different political ideology as enemies and repeatedly engaged in psychological warfare dividing the people. He then insists it was the psychological warfare against North Korea.
Please take a look at this. This is a posting to disparage the people in Honam province. You can see it on the large screen.
