In an interview with radio dzMM-Manila on Saturday morning, Atty. Levito Baligod, lawyer for the whistleblowers, said the testimonies of scam operator Janet Lim-Napoles are no longer necessary to prove allegations linking some senators and congressmen to the controversy.
Levito said they have already uncovered paper trail linking lawmakers to Napoles as key whistleblower Benhur Luy has a complete set of accounting records, detailing how the transactions were made.

He said Luy, a former employee of JLN Corp. established by Napoles, has accounting records of the transactions made between the businesswoman and the lawmakers from 2004 to 2010.
"There’s a clear paper trail, including details on the date of the transaction, who received the money and how it was delivered,” Baligod said, adding that they even have the bank account numbers of some lawmakers who received kickbacks from Napoles.
Baligod also reiterated that turning Napoles into a state witness would not do any good, saying that the businesswoman is the "architect" of the scam.
"The danger is that if she’s allowed as state witness she might continue to deny and involve others to the scam, using them as escape goat,” Baligod stressed.
Meanwhile, Baligod also revealed that senators and congressmen are not the only ones receiving money from Napoles, but even members of the Church and the media.
"It's about time to bring back the decency in everything we do," he said.
