    Dear Members of the United States Mission in El Salvador, as you are well aware, the sentence against my wife Ana Ramirez has been reversed and the case transferred back to a different chamber of the Tribunal de Sentencia de Santa Tecla. The judge has acted outside of the scope of law and now the Tribunal "Cuarta Camara de Sentencia" has sent back the file to the original sentenced court in order to take a resolution on the case. It has surfaced that the charges against my wife and me are all fraudulent charges fabricated by Judge David Amael Moran Ascencio with the aid of Prosecutor Eduardo Velasquez de la O, whom with the approval from the United States Embassy ("As the Embassy has done nothing to investigate the extortion being made by members of El Salvador judiciary").

    Today, I am in fear as it has been made public the extortion perpetrated by these members of the Salvadoran Judiciary and as you are well aware my Canadian Citizen wife and United States Citizen 3 years old daughter Leah Victoria Torres Ramirez sits in a foreign Jail, at the reach of these corrupt Judicial Officers who can easily harm them in retaliation for the denouncement of their extortion.

    It is very estrange that the United States has done nothing to protect my rights in El Salvador, and has never made a comment against Judge David Amael Moran Ascencio who has been involved in the past in the selling of fraudulent UNITED STATES VISAS, Extortion and other crimes.

    It is very frustrating that the United States Embassy does nothing to denounce this violation of human rights which are, the fabrication of charges against a United States Citizen, who pursuant to the evidence is innocent of these charges. This situation has affected me a lot financially as I am now in New York trying to conduct a legit business and now people use this bad information to do harm against me financially.

    Today, due to the lack of action by the representatives of U.S. Interest in El Salvador, which is our U.S. Embassy, I have no option but to file a complaint against the United States Embassy in El Salvador and the U.S. Department of State for not protecting the rights of a United States Citizen.

    Included in the several questions asked to the United States District Court for the Southern District of New York are the following:

    1. Does the United States Department of State and its Embassy has a legal duty to protect the legal rights of United States Citizens accused of a crime in a foreign Country?

    2. Does the United States Department of State and its Embassy has a legal duty to request information and to request the investigation of alleged EXTORTION PERPETRATED AGAINST A UNITED STATES CITIZEN by foreign government and Judicial Officers?

    Attached please find the judicial garbage written by the judges who now sends the hot ball back to the original sentencing Judge Delfino Parrilla. Now my wife case is in a legal limbo where the judges don't know how to proceed after the truth came out, and this truth is that I WAS NOT IN EL SALVADOR WHEN THESE CRIME HAPPENED AND IT WAS IMPOSIBLE TO COMMIT THESE CRIMES.

    The blood and safety of my wife and daughter its in your hands.
