There's nothing odd about ELF at all. Victims of voice to skull technology report the same symptoms as the Navy Yard shooter, and the thousands of them across the world can't all be delusional. In fact, the U.S. Army Center for Army Lessons Learned put a definition of the non-lethal weapon (guess it's a lethal weapon now!) on its website:

Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals. NOTE: The sound modulation may be voice or audio subliminal messages. One application of V2K is use as an electronic scarecrow to frighten birds in the vicinity of airports. [Author's note: Another application is obviously to experiment on non-consensual human targets.]
Do some searches of voice to skull, ELF, and V2K on the Internet and you'll see that there's nothing odd about it at all. Victim advocates have been fighting the U.S. government for full disclosure on these weapons and their use since the 1970s.
