Full time support for the National Guard and Reserves are sent home without pay. Please see my attached story. It seems that the individuals whom we have elected to manage this country do not even realize who or what they are managing. A few years ago I watched as President Obama stated on live television that pay for federal employees would be frozen for five years. He then assured us that it would not affect anyone in uniform. Apparently the President has never heard of a dual status excepted civil service employee. A dual status excepted civil service employee is a federal employee who accepts his or her employment on a conditional basis. The conditions are that one must be a member and in good standing with the Army National Guard, Air National Guard, or a Reserve Unit. These employees are required to report to work in military uniform and perform military duties on a daily basis. Although these individuals are in military uniform performing military duties, they are paid by the federal government and are considered federal employees. This is an unusual situation which many people do not understand or even realize exist. There are thousands of employees of this type throughout the Unites States. The job of these dual status government employees is to provide full time support to the National Guard and Reserves. These men and women keep the organizations alive. The National Guard and Reserves would not exist without this support. These employees are much like the active duty, but they are on a federal salary. A salary that has been frozen for five years, a salary that was cut by the furlough during sequestration, and a salary that no longer exist due to the government shut down. These full time employees provide a variety of services. These services include the maintenance of aircraft, ground equipment, administrative functions, etc. They are overworked, underfunded, and their mission never ends. This is due to the fact that the National Guard must meet the needs of its State and Nation. There are disasters such as wildfires, tornados, earthquakes, floods, etc that take place in this country on a routine basis. The National Guard responds to each and every one of these catastrophes. Once these missions are complete, the Guardsmen can only expect that their next assignment will be to serve in places such as Afghanistan or Iraq. Dual status excepted civil service employees are skeleton crews that keep the National Guard and Reserve afloat. They are under paid, over worked, furloughed, and currently shutdown. These individuals are in Uniform, and are just as much part of the military as any Active Duty member. Therefore when the President made his statement that pay would be frozen for all federal employees, but it would not affect anyone in uniform, he obviously was unaware of the fact that thousands of dual status excepted civil service employees who wear the uniform to work every day would be affected. In addition the government shut down has put these individuals out of work as well. Currently there are National Guard facilities throughout the Nation with billions of dollars of equipment sitting abandoned and unattended. At my work place in there are five helicopters sitting on the flight line unattended. If a hail storm or tornado hits our state, there will be no one there to move those aircraft into the hanger or ensure they are tied down properly. The only individuals that remain at our facilities are a handful of AGR solders which perform administrative functions such as answering the phone and responding to emails. I’m sure they currently feel overwhelmed and alone.
