US citizens aren't aware - but we are NOT required to pay taxes each pay period. The law says we have to deposit federal taxes each quarter. It is strictly a convenience to do it every pay period through our employers. We authorize our employers to do it with a W-4 form - but all you have to do is give your employer a new W-4 form that does not authorize federal withholding and employers aren't allowed to deduct it. You get the money in your paycheck - keep it, and pay it when the government re-opens - or at the end of the quarter. Use 1040ES as the form and mail it in with your social security number on it - you're done. Voila... no government services or a default on the debt - the public doesn't pay for services not rendered. You have voted with your pocketbook. When the political game of shutting down the government is over, submit a new W-4 form to your employer and begin paying every pay period again. Each time they threaten to shut down government, you submit a new W-4 form that stops paying your taxes each pay period. Simple, but you get your point across. Everybody does it, and they stop playing these games.
