Healthinsurance market place - a tough place as a Green card holder

Granted, we are a minority in this country, but not being a citizen but a green card holder makes it even more difficult and longer process to apply for health insurance in the market place. Everyone reports about how long it takes to get an id but once you have one as GC holder you have to provide additional prove that you are eligible for health insurance. You receive an online letter informing you that you can only apply when you upload or mail a copy of your GC.
The upload link was not available until this last weekend so the friendly support center tells you to mail a copy to their service center!! Asked how long it will take to be processed, at least six weeks and using the online link will take even longer. Having talked to three different people at the call center, they assured me that I will be able to continue with the online application while the eligibility review is pending. But this is not what the web page does. - Currently I cannot proceed with the application.
I am running out of time because my current health insurance policy is not in compliance with ACA and Anthem Blue Cross wants to receive my answer by November 15 if I want to sign up for a 20$ more expensive, non-compliant version of my current contract for 11 months or a 250$/a month more expensive ACA compliant version.
It looks like Obamacare is not an option for me if I want to stay insured after December 31.
