Does the Civil Rights Commission works?

I came across a friend who was explaining to me about a case in Iowa concerning the police & civil rights department basically he showed me footage of 1 out 3 motor vehicle stops in the footage the passenger of the vehicle being stop was a African American male the driver was Caucasian male and there was another Caucasian male in the back seat they got pulled over for a bad sticker the officers ask for identification from everyone the driver and passenger in the back gave officers there I.D, the front passenger the African American male told police he didn't need his since he is not driving the officer calls for back up this is stated in report by police when officers pull up they are told the front seat passenger refuse to give his I.D up the officers acknowledges that's his right in statements now in the video one of the officers says whats up boss then ask the 2 passengers do they work together, African American males laugh the officers then says is that a funny question, African American male say yes, officer says I got all kinds of funny questions for you, African American males says I have all kinds of no answers for you, officers says his most funniest question is either you give up I.D or yall walking, African American males says so what officer officer what is it? and the officer says Williams can you read that can you read then began to spell is name out WILLIAMS and a angry tone and at the other window is another officer who ask the African American male is he a rapper he replies in disbelieve am I an what the officer repeats it are you an rapper African American males says im not a rapper so the officer says are you a soul singer African American replies whats a soul singer officer says I don't know Al Green African American says I like Al Green but im not a soul singer officer then says I heard a roomer you don't want to Give your I.D up video cuts off now theres more recordings of stops involving the same African American male that i didn't see or hear but im told its about the same or worse ,anyway complaint was filed with civil rights commission and there answer to justify why the officer was right by asking the African American male can he read or is he a soul singer or a rapper is mind boggling, and the officer asking him can he read and spelling his name out isn't even mention the tone the manner the way it was said sad very sad PLEASE READ read civil rights explanation i hope all those videos come out and into the right people hands incidents like this has to stop.
