Christmas bribes taken by corrupt Immigration Officials

Reports of illegal bribes and an alleged extortion plot have been confirmed in the Philippines.

Bureau of Immigration Officials in Metro Manila have been identified and lead by Atty Arnulfo D. Maminta, Atty Cris Villalobos and several hearing officers at the BI Main Office in Metro Manila the following personnel have been part of an ongoing investigation operation.
    Atty. Julie Liza Interior Madera
    Atty. Henry B. Tubban
    Atty. Ronaldo G. Deray
    Atty. Antonio V. Rivera
    Atty. Archimedes A. Aldaba
    Atty. Homer R. Arellano
    Atty Arnulfo D. Maminta
    Atty Cris Villalobos

The 14 page indictment probe and investigation into the BI Corrupt Practices include Money Laundering Usurpation of power and Syndicated Estafa.
Charges are expected to be filed from 17 separate complainants before Christmas Day. More than 10 Million Pesos have been extorted from Foreign Nationals detained at the BI Detention Center Camp Bagong Diwa in Taguig City.

BI Officials continue to Prey on poor Foreigners who have been illegally detained and captured and held without any due process at the notorious detention center. No Due Process is given to the Foreigners. Simply put, BI Officials capture and detain targeted Foreign Nationals because they are on the look-out for Christmas Bonus money.

These unscrupulous BI Officials named here have had numerous complaints lodged against them over the past several months and yet nothing is done to remove them from their posts. Commissioner Seigfred Mison continues to defy what is best for the public interest by keeping these known corrupt BI Officials in a position to continue to extort money from Foreigners.

We conducted a live interview several months ago with the Chairman of the Human Rights Commission Ms. Loretta Ann Rosales who was aware of the illegal operatives imposing their extortion tactics against Foreigners yet Ms. Rosales decided that she was not in a position to do anything about the public outcry.

The CHR Chairperson spoke with our own investigator Mr. James McCarthy and said live on air that the CHR will look into these allegations and although numerous documents were given and proven to the Commission on Human Rights, still almost 1 year later nothing has been done.

Detainees who spoke up and issued complaints and put their necks on the line have been given letters from the CHR saying that the CHR cannot do anything and that the CHR is taking the side of the BI in the fact that no proof of the corruption has been shown yet hundreds of complaints are being filed and countless lives have been destroyed because of these criminal activities. One begs the question, maybe the CHR has also been paid off or is part of the crime syndicate getting a cut of the money. Who knows just how big this criminal syndicate is and how many people are involved.

Foreigners for Justice an International Human Rights Group working with the UN and ICC will hold every responsible personnel accountable for their actions. If the DOJ or the CHR or even the Office of the President are aware that such activities are occurring and yet they do NOTHING to help ease the tension and offer some reprieve to these Foreigners then charges will be filed against the departments and the responsible parties. It is just as bad to stand by and do nothing then it is to be part of the corruption.

This comes on the eve of the Philippines President Aquino begging the U.S Government to ease the Immigration laws against Filipino non-immigrants in the US and asking for the US to give those Filipinos reprieve against deportation in the United States. Begging the US to give free temporary working visas and to allow amnesty for Filipinos living in the US without any documents and without any current visa. There are approximately 300,000 overstaying and illegal Filipinos living in the United States alone, Over 1 million illegal Filipino aliens in the world and yet NO other country detains Filipinos for simple minor overstay visa issues.

It seems the Philippines likes to play double standards and even that these countries around the world constantly send millions of dollars in aid to the Philippines it is reprehensible how in turn the BI Immigration is allowed unlimited usurpation of power to capture and extort, blacklist and deport foreign nationals at will.
