WHY REFORM BEFORE ELECTION?

The sixth open letter to leaders in the Ministry of Defense (Defense Minister, Supreme Military Commander, Permanent Defense Secretary, Army Commander, Navy Commander, and Air Force Commander):
According to the news regarding the Defense Council’s meeting on Dec 20, 2013, military commanders suggested establishment of “People’s Council” with the interim Prime Minister and Defense Minister as the director despite citizens not having any trust in her. And most importantly, the mistrust is from having Pol. Lt. Col. Thaksin Shinawatra behind the reins of government leaders and an influential force in Thai military.
What remains unsolved to this day in Thai society is the talk of two men in the audiotape known as “Chong Cao clip” appearing in late June 2013. The voices chatting on the clip talked about a plan to bring Pol. Lt. Col. Thaksin Shinawatra home through Amnesty legislation and the Defense Council as its support, just like what was said in one part of the clip:
1st man: I’ll bring it to the Defense Council so all the commanders will have the same idea. If not, that person will say this and this person will say that. The only way is to ask for permission to get this to the Defense Council to discuss so they all have the same thought.
2nd man: Lets get it there. Get it to the Security Council and then to the government. Take a shortcut and that will be the end.
1st man: That will definitely be it, Sir. We can get it there. Before that, we’ll have to discuss it with each individual commander first. “Hey! Read it. Whatever you have to correct or say, lets do it before the meeting.”
2nd man: We’ll propose it as a royal statue. No one will know. But once it gets to the Defense Council, we’ll immediately propose it as a royal enactment to avoid any chaos.
1st man: It’s because… This agenda… If I get to do this, I won’t get it on regular agenda. I’ll get it in as a temporary agenda and say I’m proposing it as an important agenda.
2nd man: Lets do this in the Defense Council. Eh! No, Security Council. Lets get it in as a royal statue and not announce it in the news in the Defense Council. Lets just say it’s for swiftness and to avoid chaos. It should be a royal statue, something like that. Have a talk and record it. Once it gets to the Security Council, tell them instantly it is proposed as a royal statue. It will look like one. And then the Security Council will probably ask the government to propose it as a royal enactment so it has something to support it.
The plan discussed in the audio clip has turned out to be true. This has led to the Amnesty Bill that will totally annul all the charges and convictions related to corruption both for Pol. Lt. Col. Thaksin Shinawatra and crooked politicians for the past 9 years from Jan 2004 to Aug 8, 2013. It was passed through the House of Representatives at 0430 on Nov 1, 2013. This was an act of being overconfident in the power of a majority by the “Thaksin-Thinks-Pheu-Thai-Executes” government. It controls the majority of the House and is negotiating benefits exchange to encroach upon and devour the military. This is evidenced in the 2nd man’s dialogue that indicates he is not afraid of people opposing this once the Amnesty Bill is passed. He just hopes that the military will not stage a coup and that will be enough. And the 1st man in the clip suggests a plan to get the military first so they will not stage a coup. It is stated that all the military commanders will retire in 2014 as is said in the audio clip as follows:
2nd man: They’ll all retire next year in 2014.
1st man: Once we get to 2014…
2nd man: They’ll be entirely gone from all the posts.
1st man: Lets place our people there. Lets not…
2nd man: Lets just choose some easily.
1st man: I told the Supreme and the Army Commanders. I just told them, “Hey! For 2014, I’ll quit working. I think I will be done with my job of getting my boss home so it will be your turn. Therefore, show him what skills you have. You must do that from now on and once you get to 2014, you’ll have jobs to do. You’ll not have to grow old like the others.” They say I am still not old and I told them they’d get to work like I do. They were happy, Sir, and didn’t say “no” at all. They were just like, “Okay. Okay.” They began to see they might have a future and become important after retirement.
If such words are true, it is a serious corruption in Thai military and the highest level of danger to national security. This is because military belongs to citizens who pay taxes to maintain it. It is not an armed force for a political clan. However, from June till today, there have not been statements issued or denials announced by any of the military commanders mentioned in the clip at all on whether the alleged scheme on the audio clip was real or not.
If this had occurred in countries with more advanced democracy than Thailand, the Prime Minister also as Defense Minister, along with the Deputy Defense Minister and the government would not have been able to stay on. All the military commanders would have been investigated to see if the evil plot in the audio clip was real. The Prime Minister cannot deny the responsibility that she has not seen or heard of it because the evil plot to seize the military is to help Pol. Lt. Col. Thaksin Shinawatra, PM Yingluck’s brother. It’s clear that PM Yingluck is aware of it from the constant reports she must have received. An example of similar event was the Watergate case when Richard Nixon, President of the United States, was recorded on an audio clip like that. It made people aware of his order to intercept conversation of political opponents. The scandalous Watergate case caused him to resign from presidency of the US before he was impeached.
When the seriousness of the Chong Cao and the Watergate clips is compared, I must say the Chong Cao one is more pernicious because it tells us the plan to seize the military by politicians. Bribery at the highest level of military is grievously detrimental to security of the nation, religion, monarchy, and citizens. This is especially so to democracy as clearly identified in the clip that by 2014, the convict and fugitive will absolutely have the entire military in his hands. When this is combined with the younger sister’s puppet government and the fugitive’s ability to control a majority in the legislature, it makes him overconfident in the power of a majority. This is as clearly shown in the proposal and passing of the Amnesty Bill to nullify all the corruption charges and convictions of the fugitive and other politicians in his network. He has also proposed several other bills to strengthen the power of political parties in his hands.
Thaksin regime enters into political power by way of election rituals in the electoral system as political direct sales using populist policies and patronization as tools. It has been able to consolidate executive, legislative, law enforcement, and economic power. It is also about to absolutely consolidate military power in its hands. This will be an absolute consolidation of power through rituals by way of expedited election being held on Feb 2, 2014.
If this happens in countries with strong monitoring syetem, highly active voters, and media acting professionally, government and military leaderships will not be able to hold office without being intensely investigated. However, in Thailand where check and balance mechanism is weak and ethical standard in politicians and government officials is lessening, these individuals can still live scot-free in social prestige.
To make the election a solution to state power monopoly and fraudulent use of that power by politicians, the things that must be done urgently before election are as follows:
1) Eliminate the influence of Thaksin regime from Thailand by reason of an evil plot to seize the military for their own benefit as evidenced in the dialogue in the Chong Cao clip. The acting PM must resign because she no longer has the people’s trust to oversee the election, hold political offices, or have any political roles in establishing a Reform or People’s Council according to what military leaders suggest.
2) Military leaders must hold public trust to maintain military institutions at service for the nation, religion, monarchy, and citizens in democratic system; and not as personal forces for politicians. So to keep the spirit thereof, it is proper to reform the military so it cannot be intervened by politics. There will be no appointments and transfers through bribery of high-ranking military officers to benefit politicians before the election.
3) Reform election system by allowing people who are the owner of power to demolish and build a system with election mechanism that will be effective in selecting good and capable people into parliament. This is so that election can no longer be just a mere ritual for election opportunists to invest and profit as if this is political business.
His Majesty and the people are the owners of this home while military servicemen and law enforcement officers are peacekeepers with responsibility to maintain security for the homeowners. How would homeowners live safely and peacefully if a thief or a criminal can successfully bribe peacekeepers?
What the second man in the Chong Cao clip affronts people with is that he is not afraid of them resisting him. He only asks that the military be on his side and that will be the end of it. However, the owners of this house have risen up to remove such affront. They are bound to protect their home and their nation. They will also guard the military and law enforcement so they maintain their duties with discipline and honesty and don’t become pawns for politicians to grab as their own interests and molest the country through weak election system inefficient to fight the mighty influence of those political capitalists as seen in the present time.
