    Director of Passport Dominican Republic ensures that no one refused the document to Juliana Deguis Pierre

     

    "First lady Deguis Pierre has not requested a travel document, she arrived at the Passport headquarters with journalists and lawyers, but really hasn't done a formal request that I can see.     Santo Domingo. - The Director ‘General’ of passports, Iris Guaba clarified Sunday that the institution has not denied the passport to the named Lady Juliana Deguis Pierre, since she did not make a formal request to acquire the travel document, they simply showed up at the headquarters of that organization with lawyers and journalists to deposit a copy of a certificate of birth with a humanitarian visa that was have given to them by the U.S. Embassy, without any other documentation which is required.
    "First lady Deguis Pierre has not requested a travel document, she arrived at the Passport headquarters with journalists and lawyers, but really hasn't done a formal request that I can see. I have to see the documentation to really see if it applies or it does not apply", explained the official.
    She indicated that to get a passport one of the fundamental requirements should be present the identity card, election and a legalized birth certificate.
    "Unfortunately I did not receive the Lady, because at that time I was at a meeting in Comptrollership and could not receive her because they did not warned me, to really address the issue, but I think that the key is that she has to make a formal passport application, because it is the only way that I could give you an answer," he said.
    Guava argued that it is not within the normal procedures that one must go to apply for a passport with lawyers and journalists, but simply going to a box, delivery documentation, full form and your documents are processed.
    She said that when she saw some headlines in the media stating that the General direction of passports had denied the document, "Because, we cannot deny what you have requested in a formal way".
    She said that at the time that Deguis Pierre went to the institution, the legal consultant circumscribed to provide you with the necessary information and give in writing the necessary requirements to obtain a passport.
    She said that there is no possibility of a person to travel without passport, unless they were issued a letter of route, which does not apply in the case of Deguis Pierre, because only emits to foreigners who have lost their documents, and in those cases they have to go to the consulates of their corresponding countries to manage the issue that so that a letter's path route could be issued and to return to their country of origin, there is none.
    On what would be the solution so that she can participate in the thematic hearing of the Inter-American Commission on human rights (IACHR), Guaba said that one solution would be that she should participate through a video conference.
    Lawyers travel to USA to represent her before the IACHR
    Faced with the impossibility of Deguis Pierre getting the passport for failing to comply with the requirements, their lawyers traveled Sunday to Washington, United States, to represent it before the IACHR.
    Without having the document required to travel, Deguis Pierre, born in the country but undocumented Haitian parents, set out to travel in the early hours of Sunday by the international airport of the Americas (AILA), where she was planning to take a flight next to her lawyers with destination to the US capital, but the Directorate ‘General’ for migration, informed her that without "a passport she can’t travel".
    María Martínez, Manuel de Jesús Dandré and Genaro Rincón, addressed the 510 airline JetBlue flight, this Sunday at 2:00 in the afternoon.
    The U.S. Department of States (USA) granted recently to Deguis a special visa to make it to the IACHR to denounce her case after the controversial ruling last September by the Constitutional Court (TC) 0168/13, which refuses nationality to persons born in the country by illegal foreign parents.
