This futuristic structure is actually the location of a portable storm surge dam located near Ens, The Netherlands, at Ramspol. The dam ( balgstuw in Dutch) was constructed in 2002 and prevents storm surge waters from the North Sea flooding areas in the Black Lake region to the east. The Ramspol inflatable dam is the largest of it's kind in the world.
