    In the end of 2013 Japan ratified a ten-year program on national defense development. This program implies military budget to be increased and self-defense forces to be supplied with the latest equipment. Moreover, Japan-US interaction in the development of the US Missile Defense System has become more active lately.

    Note that Japan verbally seems to be a neutral side, but practically has become a bloc politics country, that take an active part in the development of the RIM-161 Standard Missile 3 (SM-3) within US Missile Defense System development program. In particular, Japanese engineers discovered special technical solutions that allow adjusting missile's path at high speeds. Essentially, Tokyo creates premises to a missile-defense race that induces reasonable concerns with many countries of the region, China in the first place. According to China's position, it is strictly against any deployment of the US Missile Defense System in the Pacific Rim.

    Today it is obvious that Japan-US military cooperation does not take into account security interests of other countries upon deciding to deploy the US Missile Defense System elements in Japan.

    According to experts, as long as there is a possibility to maintain a strategic advantage over China (relying on the offensive weapons, as well as on the US Missile Defense System elements in Japan), Washington will keep its China-restraint policy, despite Beijing's preoccupation.

    Hereby, the US plans on deploying missile defense system in the Pacific Rim and Japan's active role in the process comes to be the first step to the creation of the Global Missile Defense System under the auspices of the USA. This can change the power balance in the world a lot and imminently leads to a missile-defense race in the region.
