When the crime takes shelter of pseudo-religion, it is hard to detect and more difficult to deal with. The difficulty grows manifold when it is run from the premises of a government office. In the civil lines area of Kanpur in Uttar Pradesh, there is a state government office of Regional Food Corporation. It is a very old building surrounded by a football-size field. Anti-social elements have illegally occupied the premises and are living there with their families. All kinds of anti-social activities are conducted in the premises during the day time and during night. Being a state government office, it enjoys added protection, as it is impossible to imagine that a government office is being used for illegal activities. To avoid detection religious functions are performed in the premises. Not only that, big noisy social functions are also taking place, which continue well after midnight. The RFC office is located in the centre of the city and it is doubtful that the concerned authorities are not aware of these activities.
