Napa Earthquake vs Small Business Owners

My father owns a Furniture Store in Napa California called Furniture 4 Less, his business was affected by the earthquake that occurred early Sunday morning August 24, 2014. Unlike like major businesses who have the financial aid from their major owners, what can a small town business owner do? With earthquake insurance being ridiculously high and most of Californians living without it, what are other outlets of help can we reach out to? Thank you all.
