Flooding in Norfolk Virginia

Time: 12:15 PM:
Norfolk Virginia experienced heavy rainfall last night which resulted in flooding in the historic community of Ghent.
The Ghent residential community sits along the Hague which the Hague is a large body of water which resembles a canal zone.
When this area floods it is very inconvenient for the residents, especially for the seniors and families with small children. The water raises high enough to stall cars that attempt to drive through.
Flooding in this area can be dangerous because you can't tell where the Hague begins.
I photographed a senior wading to her car after water continued to rise while she was in church.
Tide are rising 1 ft. 1/2 above the normal level.
