Another horrific gangrape in India: What are we doing wrong?

A 28 year old Nepali woman had gone missing from her house on 1 February. And now her body has been found 10 kms from the town of Rohtak in Haryana. It's a town that's a few hours away from Delhi. This woman was brutally gang raped and people have been protesting police inaction and ignorance towards the case intensely. Since the Delhi gang rape, there has been a lot of citizen efforts on the ground to assess how we can reduce sexual crimes in the country. But I cannot explain how scary and disappointing it is that cases like this are still happening.

There are also reports that a Japanese tourist has also been raped in Jaipur, Rajasthan's capital city. The government has been promising a lot of security measures to curb crimes against women but this doesn't go beyond merely saying that they would introduce CCTV cameras and better video surveillance. But this isn't going to solve the problem. I don't know why it is that citizen safety isn't being taken seriously by the government but I fear what is to happen if it is ignored any further.
