    An independent consultant’s report on the 2012 fatal shooting of an unarmed black man by Pasadena police officers sharply faulted the department’s investigation of the controversial killing, as well as the officers’ tactics.
    Kendrec McDade, 19, was shot seven times after a 911 caller falsely reported that the Azusa High graduate was carrying a gun when he and a friend stole a laptop. The caller eventually pleaded guilty to falsely reporting a criminal offense, and the district attorney’s office cleared Officers Jeff Newlen and Matthew Griffin of wrongdoing in the shooting.


    Richard Shinee, an attorney for the Pasadena Police Officers’ Assn., said the organization was disappointed that the report was made public and maintained that it contained personnel information about the officers that is confidential by law. He cautioned those reading the report to remember that the officers based their actions on information that McDade was armed. Officers’ actions aren’t made in hindsight, but in real time, he said.

    This truly false erroneous 911 Call, made by Oscar Carrillo, a felonious and criminal illegal alien, led Pasadena Police officers to believe that Kendrec McDade, was armed and dangerous. Pasadena Police officers armed response, to Oscar Carrillo's false 911 call, resulted in the death of Kendrec McDade. To date no weapon, gun, or backpack have ever been found.

    False police report filed by Oscar Carrillo: “March 26, 2012, Statement of Oscar Carrillo: Carrillo was interviewed a third time due to the discrepancies between his statements and the video surveillance footage. Carrillo admitted that he never saw anyone enter his car and steal his laptop. He also admitted that he never saw a firearm during the incident. He explained that he lied to 9-1-1 because he was mad and nervous. He believed if he told police that the suspects had guns it would generate a faster response to his call. Carrillo explained that he continued to lie to police after learning about the shooting because he was scared and believed his initial lies may have contributed to the shooting. He stated that it was easier to keep his story consistent.”

    False "Emergency" Reports


    148.3. (a) Any individual who reports, or causes any report to be made, to any city, county, city and county, or state department, district, agency, division, commission, or board, that an "emergency" exists, knowing that the report is false, is guilty of a misdemeanor and upon conviction thereof shall be punishable by imprisonment in a county jail for a period not exceeding one year, or by a fine not exceeding one thousand dollars ($1,000), or by both that imprisonment and fine.


    (b) Any individual who reports, or causes any report to be made, to any city, county, city and county, or state department, district, agency, division, commission, or board, that an "emergency" exists, and who knows that the report is false, and who knows or should know that the response to the report is likely to cause death or great bodily injury, and great bodily injury or death is sustained by any person as a result of the false report, is guilty of a felony and upon conviction thereof shall be punishable by imprisonment pursuant to subdivision (h) of Section 1170, or by a fine of not more than ten thousand dollars ($10,000), or by both that imprisonment and fine.

    “Police Blame Man Whose 911 Call Led Cops to Kill Unarmed Black Teen”
    Excerpt: “Carrillo was briefly jailed while police investigated whether he could be charged with involuntary manslaughter but was released days later. The Los Angeles County district attorney has, so far, declined to file charges against Carrillo. He does however have a different type of punishment already. Carrillo, who is the father of two U.S. born children, is undocumented and now has a deportation order placed on him.     Excerpt: “Oscar Carrillo-Gonzalez’s deportation will be postponed, at the request of Pasadena police, until the cop shooting investigation is complete, said Virginia Kice, ICE spokeswoman. Carrillo-Gonzalez, 26, was arrested March 29 after he reported being robbed by two armed men, one of whom was fatally shot by police in a subsequent pursuit. Police never found a weapon, and there were no witnesses or video recording of the incident. That arrest tipped off ICE to Carrillo, who was reportedly living in the U.S. illegally after being formally deported to Mexico in 2006, Kice said. The District Attorney’s Office declined Monday to file involuntary manslaughter charges against Carrillo-Gonzalez, but said they are continuing to investigate his purported role in the March 24 shooting death of Kendrec McDade at the hands of Pasadena police.
