Snail Mail is outdated for correspondence
There is nothing so urgent that snail mail needs 6 day delivery for correspondence any more. And for parcel/package delivery, there are enough private delivery services that will deliver 24/7 if really urgent delivery service is paid for. But for correspondence, telephone, email, text messaging has replaced telegraph and snail mail. Even hard copy's can be emailed & printed or faxed. While on the subject, Congress should pay postage for their mail and thay would help maintain the government mandated service. It would also cut down on the volume as these government officials would be less inclined to stuff their outboxes with non essential franking mail.
