President Obama your Stimulus Package "A," Your Need Assessment for it "F"
Mr. President instead of letting local politicians decide where Stimulus Package money should go, why don't you let local people STATISTICALLY first decide where the real needs in their communities are? By letting your Recovery.gov web site collect need intensity votes for or against a survey-group-prepared item list, ahead of time, by state, county, city, institution, program, you would EXACTLY know where the money should go for the real jobs. You can always discard the results if they are not STATISTICALLY valid or to the satisfaction of your NATIONAL-EXPERTS ONLY. Please do this, as it is too important to leave it in the greasy palms of LOCAL politicians. If a survey group item list preparation seems to be too expensive, please let community people themselves create the initial need list with certain obvious restrictions.
