    We should just require every citizen to serve in the military for a minimum of 2 years at the age of 18.  This would be required before they can attend college or carry-on without a college education.  Afterwards serving their nation they would then be eligible for VA medical care.  All non-VA healthcare institutions would have to care for these patients at no charge or reimbursed by the VA.  This would last until all citizen would eventually be converted to VA care, therefore all healthcare institutions falling under the umbrella of the Veteran Affairs.
