It is illogical to believe that one man pulled this off for 20 years without participation from anyone in any of the Regulatory office (s).  While some have sold the idea it was masterminded, operated solely by Madoff .  There are piles of forms and filing that have to be completed quarterly and annually, and I am sure a handful of people to review.  In all the cases of Fraud, RICO acts on Wall Street very few persons have been held accountable for the reckless risk taken. 

Nothing has been addressed for the creation of fraudulent securities, derivatives, or the creator, we just keep trying to put a plug in it.

Now someone wants us to believe this is going to make them act responsibly, The Federal Reserve today launched its biggest offensive yet against runaway Wall Street pay practices. Locking the gate after they are out !
