    tainted windows and license plates

    with such a high crime and kidnapping rate, why do we keep seeing cars with tainted windows and no license plates? drug lords? government? they drive past trafic police and military and not a single question. they are never stopped. while us mortals have to endure the 3rd degree evrytime single time.
