Why not Chair?

The double sin -- rape & murder -- attract execution all over the world. We criticise the gulf nations such as Saudi as also underdevelped nations such as Pakistan for the public execution by stoning in such cases.
Why not avail of the sophisticated ways of execution that are provided for in the law-books; that is to say, hanging by rope in India and lethal injection or electric chair in United States.
What is the criteria for granting leniency in such offences that are most henious and blots on society? Is it necessary that multiple counts of homicide is essentially a criteria for awaarding capital punishment?
Like President Barack Obama recently applauded the Indian education system as a role model for the United States to curtail the volume of school drop-outs, the criminal justice system of India should also be adopted by America for dealing with such offences.
