India : Ex Police Chief pays $25 fine for Sexual assault on Teen, leading to her death
In a case of delayed justice(?!), after 19 years of committing the crime, SPS Rathore, former Director General of Police in Indian State of Haryana, was convicted for sexual assault on rising Indian Tennis Star Ruchika Girhotra, a Teen, in 1990 leading to her suicide in 1993.
The Central Bureau of Investigation's Special Magistrate J S Sidhu sentenced 67-year-old Rathore to six months rigorous imprisonment during an in-camera proceeding and imposed a fine of Rs 1,000, but Rathore got bail immediately.
Teenager Ruchika killed herself three years after the incident by drinking poison
Reports of the affidavit, in which Ruchika's brother Ashu Girhotra has recorded his ordeal, has said that Ashu had been tortured at Rathore's behest.
In the affidavit, he has said, "I was terrorised and not given food or water for days at a stretch and was beaten mercilessly. I was paraded in handcuffs in front of my house while the police abused my sister." It is reported that Ashu has been framed by police in 11 fake cases mostly involving theft.
Also the convict has been shielded by politicians in power it is claimed; the judgement caused a public outcry in India while the Federal Government in India considering strict action.
In a clear indictment of the Punjab Police and the state government, National Commission for Women chairperson, Girija Vyas set up a committee to examine the Ruchika Girhotra case.
