5mph in a Level 1 snow emergency?
This is the genius of Franklin County, OH... when every other county around it is a Level 2 snow emergency, Franklin remained a Level 1 and thus there were way too many people out on the roads. In this video, it's hard to see just how fast and heavy the snow is falling, but the speed of traffic and treachery of the roads is very obvious. Next time, please go level 2 when at least 2-3 counties adjacent are level 2! Note: the driver is NOT shooting the video.
