Why set up Al-Qaeda to get double trials
If some members of AL-Qaeda are tried in civilian court and others are tried in military court system all of them that are found guilty could reasonably come back and say they were tried in the wrong system and require a new trial in the other one unless there is a very specific set of guidelines then there would have to be a special thing for everyone to decide which one they would be tried in. That’s a waste of money. One way or the other they need to be the same.
