    What program has ever come in at or under budget?

    What federal program has ever, in the history of the United States, EVER come in at or under budget?
    This legislation will have us paying taxes for 3-4 years before most benefits kick in.
    Furthermore, they will leave the individual states in debt since the federal government mandates certain things and only pays for them a short while.
    It makes me ANGRY when people say those who are against this bill are against reform.
    We need reform, this isn't it.
    KILL THIS BILL.
