I was there at the press conference
Barney Frank approached the subject with with self-mocking humor, saying, "the chances of this bill passing are not high." But the argument he made was crystal clear, and I hope that the people of the U.S. do help this bill to pass. Marijuana, like alcohol or tobacco, can be smoked responsibly in one's own home, or used to relieve pain. It doesn't make any sense for our tax dollars to be spent hunting down and imprisoning pot smokers when we could be earning money with a marijuana tax. The federal government has caused massive inflation by running up a budget deficit and if we want to turn that around, the time for action is now.
