    CNN PRODUCER NOTE     pogiboy26 shot this video near the Yokosuka Naval Base on Wednesday night during the nightly blackout.

    Driving home from Yokosuka, Naval Base through Maborikaigan housing area during the Group 3 scheduled rolling blackout in effort to help with conserving electricity. This was between 1830-2000, as you can see it is very dark and all you can see is the car passing by me.
