    CNN PRODUCER NOTE     faisalas78 is in St. Francisville, Louisiana, visiting his fiancee's parents. 'They're on higher ground, so there have been no [evacuation] orders given or anything like that,' he said. 'We're trying to talk them into coming over where we are [in Baton Rouge] in case the surrounding area gets flooded.'

    The river continues to rise as residents debate whether or not to  evacuate.  This St. Francisville neighborhood, 1 mile away from the  banks of the Mississippi, floods quickly as the river continues its path of devastation and heartache.
