CNN PRODUCER NOTE     joanniebalon, of Charlottesville, Virginia, says the weather forecast for the day was little or no snow. However, at 8 a.m. this morning, it started snowing rather heavily. By 10, she measured 8.5 inches of snow. 'This is our big snow of the winter,' she says. 'We've had a very warm winter here this year...In one word: unusual. All the trees are blooming and all the bulbs are out, which makes an interesting contrast.' She says 20 years ago it was a heavy, snowy area, which it is not anymore. Earlier, the road conditions were 'treacherous' and 'a lot of cars had gone off the road.' However, the snow is 'going away real fast' because it is still kind of warm.
