    CNN PRODUCER NOTE     AlvaroMolina took this video on July 13 at 10:30 a.m. from his home garage in Katy, Texas. "It's been a surprise because the country has been going through a drought, but it doesn't seem to be the case here," he says. "It's been raining on and off and the ground surface in the Katy area is very flat. When water is persistent the ground becomes very muddy, making it very easy for flooding when rain persists."
