    CNN PRODUCER NOTE     sarasidery is a TV news reporter in Central Illinois and shot this photo while standing inside Lake Decatur. 'The crops aren't the only things starving for water out here. Lake Decatur is the city's primary water source.' She says the lake is losing almost an inch of water daily, forcing mandatory water restrictions throughout the area. 'Some folks' have docked their boats for the season, and other boatowners are stranded on their docks.'
