    CNN PRODUCER NOTE     Emergency preparations are underway in the capital city of Santo Domingo in the Dominican Republic as residents and businesses brace themselves for tropical storm Isaac. Building workers are busy sealing windows as winds gain intensity. Emergency text messages issuing a red alert have been disseminated to mobile phones.
