    What is the evidentiary requirements for substantiating an allegation of breach on a balance of probabilities? To prove or support an allegation of breach the supervisors written report must include, where appropriate, signed witness statements, because there may be a case where the report of the supervisor alone is insufficient to meet the test, to prove the allegation of breach.   Where is it inappropriate to include signed witness statements to the supervisor’s report? When it takes thirty two (32) years to frame, fifteen (15) years to record and 20 minutes to dismiss, without cost the Crowns burden of proof.   One day the old prospector came down from the hills. Gold rocks big as your fist laboriously withdrawn made claim to his wealth. The years of hard work had taken it's toll and he'd won. You can have your pick of the litter, lots of painted ladies in this town. The ladies he thought turned out to be pigs. Seems the only company of this sort was pigs. Beautiful pigs mind you. Piggy painted toe nails, piggy painted lips wearing the finest of fashion and flavours of Paris. The old prospector was leery but finally convinced, this is what's done. After all, several of the girls, as the proprietor called to them had already been picked as he assessed the situation. What the hell, I'll take that one there. She had caught his eye with those long luscious lashes. Have her back by midnight the attendant insisted this is one very special lady.   The old prospector was feeling a little better about his present situation with his new date on her leash and decided the Grand Hotel was the first stop on the list. Through the saloon doors they entered and into the bar. The air was filled with smoke, the music alight and the place, packed. Tables of revelers downed pints of pure brew with their darlings in tow when suddenly the music stopped and the patrons all fled. Scattered to the wind, not a sole remained in site. The old prospector leaned over the bar starring down at the bartender. What the heck is going on here asked the prospector. I bring the best looking girl to the bar and everyone splits. Don't you know said the bartender, don't you know.
