    Gov. Romney has declared that his taxes never fell below 13%. With the stock market crash, this is implausible for 2009--UNLESS he took the tax amnesty for people concealing money in foreign accounts, and paid up on outstanding liabilities in that year.

    The question for Gov. Romney is a simple one: did you take advantage of the amnesty for holders of foreign accounts?

    Of course, if he did, he is an amnestied tax cheat. But the American people deserve to know if he profited from this special deal. It goes right to character--and it is difficult to see how his tax assertions make any sense if this isn't the case.
