The Problem Lies With Elected Officials and Public Servants Who Have Contempt for the Oath of Office
The LA Times Message is False, Because President Obama Serves Illegal Aliens, Anchor babies, Welfare Recipients, Clarence Thomas like sellout blacks, Al Qaeda, foreign terrorists, and anything else but law abiding U.S. citizens and legal Immigrants, but definitely not U.S. born blacks!

An oath of office must be signed and sworn to by each Board Member and Alternate Board Member, prior to commencement of service. The oath of office form, including instructions for completing and filing, are included with notification from the Executive Officer upon appointment by the Board of Supervisors.

The Department of Homeland Security is reviewing guidelines for use of force by border agencies amid a sharp increase in agent-involved killings along the U.S.-Mexico border.
The scrutiny of U.S. Customs and Border Protection enforcement practices comes in response to a request by 16 members of Congress who expressed concern over the death of a Mexican man who suffered a fatal heart attack after being Tasered by a customs officer in 2010.
The review by Homeland Security's Office of Inspector General will determine whether the incident at the San Ysidro port of entry in San Diego reflected systemic brutality or use of excessive force, and whether the rapid rise in staffing in recent years has affected training.
Since 2010, at least 16 civilians have been killed by agents, many during rock-throwing confrontations involving suspected smugglers. Critics have grown increasingly vocal about rocks being met by bullets, which they consider disproportionate force.
Under the agency's guidelines, agents are permitted to use lethal force in such situations because rocks and other projectiles have caused serious injuries. Most agents involved in fatal incidents in recent years have been cleared of wrongdoing.
"CBP law enforcement personnel are trained to use deadly force in circumstances that pose a threat to their lives, the lives of their fellow law enforcement partners and innocent third parties," U.S. Customs and Border Protection said in a recent statement.
Human rights advocates and civil rights groups hailed the inspector general's move as a way to counter what they call a growing culture of impunity. It is believed to be the first time that the agency has come under such scrutiny in recent years. The inquiry was not announced publicly, but was included in the inspector general's annual performance plan, which was released Oct. 4.
"Knowingly hiring bad apples, having a policy of shooting first and asking questions later, being accountable to no one, all point to an agency that is out of control," said Christian Ramirez, human rights director at Southern Border Communities Coalition, an immigrant advocacy group.
Since September, three people have been killed in confrontations involving Border Patrol officers, including a mother of five from the San Diego suburb of Chula Vista and a 16-year-old suspected rock thrower from Nogales.
During the boy's funeral this week, mourners carried his coffin along the border fence and shouted epithets at border officials who bolstered security along the fence dividing Arizona from Sonora.
Critics question the self-defense claims by agents. Some of the suspects have been shot in the back, or from such long distances that their rock throwing wouldn't have posed a serious threat, they say. Mexican government officials said one man shot on the banks of the Rio Grande in Nuevo Laredo was picnicking with his family.
The members of Congress wrote a letter in May to the inspector general after a video surfaced showing a customs officer in San Diego using a Taser on a man, Anastasio Hernandez Rojas, who later died of a heart attack.
U.S. officials said the man, who had methamphetamine in his system, was resisting his deportation to Tijuana. Advocates say he was handcuffed and pleading for his life when the agent used the weapon, which is supposed to deliver a non-lethal jolt of electricity.
In the letter, the lawmakers urged the inspector general to determine whether the Hernandez incident is "emblematic of a broader cultural problem within CBP." They also questioned whether other fatal confrontations have been fully investigated.
"There are serious problems raised by this series of deaths tied to the department, and the fact that there did not appear to be an effort by the department to fully investigate the incidents," the lawmakers wrote.
Among the letter's signees were Lucille Roybal-Allard (D-East Los Angeles), Bob Filner (D-Chula Vista), Joe Baca (D-Rialto) and Xavier Becerra (D-Los Angeles).
A congressional staffer said that the investigation began a month or two ago and that the report is not expected until sometime next year.

This kind of article, just before an election, is nothing more than the work of democrat politicians who can't win their elections without the Latino vote. My heart goes out to the foreigners, and their loved ones, who have been injured or killed while trying to invade our country and smuggle drugs across our border. If the politicians keep this up, it will be easier for a good USA citizen to get shot or tazered at a traffic stop, than it will be for an alien to get tazered or shot while invading the US with a drug load. The politicians are once again manipulating the Latino vote and using the Latinos to get elected. What rules, there are no stinking rules. What ethics, there are no stinking ethics!

I would presume the best response would be simply to drive them to a voting booth to vote Democrat, then hand them a food stamp card, a SSN, and ask them where they wish to leave. That should prevent indecision on the side of ICE. Maybe we could have high speed rail to these stops. Better than Nowhere to Noplace.

Brutality is an ugly thing.
I would suggest to Mexican nationals that if they wish to avoid being brutalized to immediately stop throwing rocks at agents and desist from sneaking drugs and human cargo across our borders.
Do that and I can pretty much guarantee you won't be on the receiving end of The Law's Boot.

Roll back the tape to 1942. The U.S. had declared war on Germany and Japan. The nation was building its armed forces, arms industry and fortifications from the border with Canada and Mexico, the islands of Hawaii, Alaska, the Gulf and eastern seaboard. A foreign national trying to breach these defenses would be dead or incarcerated and subjected to intense interrogation. Forward back to now - the borders are sieves, foreign nationals violate the U.S. borders with impunity and the best the "powers that be" can serve up is accommodation and services funded by the citizens of the U.S. The seed of failure is spawned from within.

And since Mexico never participated in the US wars of the 20th century and has never been an ally to the American people, the US owes them nothing.
It is BY LAW, the job of MEXICO to keep its people within its own borders. THEY ARE RESPONSIBLE!

This guy is an active drug addict. I am sure that does not contribute at all to his health problems and heart condition.

This is why Obama needs to be replaced. We can't have our border patrol agents operating with one hand tied behind their back. Now they want them to operate with two hands behind their backs. These guys are dealing with drug dealers and criminals that are much better equipped than the agents. They have scouts now with satellite phones monitoring their every move. The agents have nothing. Now that's criminal.
Why don't these immigrant and civil rights groups go throw rocks at the Mexican police and see what happens?
With or without Supreme Court Justice Clarence Thomas and Clarence Thomas’s “Affirmative Action Interpretation”……..the days of granting extra privileges based upon any “Affirmative Action Ruling” are numbered…..ending….being terminated.
…….An even more serious issue, is the contempt that U.S. Supreme Court Justice Clarence Thomas has for the Constitutional rights of law abiding U.S. born black men and women found to be innocent by DNA evidence, physical evidence, etc., etc., while no good Clarence Thomas bends over backwards to deny redress for the atrocities of government.
President Barack Obama, the Congressional Black Caucus have the power to recommend that Clarence Thomas be impeached, BO and the CBC won’t even use his or her influence to make this a reality.
The problem rests with elected officials and public servants who have contempt for the Oath of Office, the U.S. Constitution, a respective State Constitution.....and all the dysfunctional citizens or voters who vote for and promote individuals unworthy and unfit to hold office or to a position of public service.
