    Should Chicago Teach Marksmanship?

    With literally hundreds of folks being shot to death each year in Chicago and a significant number of them being shot accidentally by untrained gangbangers would it reduce the death toll of innocents if the gangbangers knew proper gun safety and knew proper marksmanship techniques?
