Is it normal for not receiving your voter registration card?

Well, one of my friends was complaining yesterday because she went to register to vote at a driver license office here in Orlando, Florida. She was asked which party she is voting for. She replied that she is a democrat. The people at the registration office looked at her as if there was something wrong with that. As an immigrant, I do not know how this voting process very well. My friend never received her VOTER REGISTRATION CARD, which means according to her she cannot vote.
Was she really supposed to receive a card? If yes, what happended to that card? Does anyone have a clear explanation to that scenario? It really bothers me that she is not going to vote because someone may have denied her the right to vote, and this is very unfair.
    Thanks
