    CNN PRODUCER NOTE     Rachel Cobb photographed rising flood waters in Ocracoke, North Carolina, on October 28. She says the island has been experiencing nonstop rainfall since Friday and the area has been placed under a state of emergency. She says even though the ferry has stopped running to the island of Ocracoke, many locals are staying on the island as Hurricane Sandy approaches. She says she is expecting the weather to deteriorate further as the day progresses and she is expecting power outages. 'The flood water is high right now,' she said. 'I am 5'4 and the water comes up to my knees.'
