CNN PRODUCER NOTE     EB3 says he had quite a view of the flooding after the storm as he looked down from his 18th floor apartment and saw flooding on West Street. He says he's lived in New York City since the 1980s but has never seen anything like this. 'We just looked out the window and there's this river flowing through the middle of Manhattan.' He says he shot the video just before the lights across the street went out, at which point it became too dark to see anymore. But he adds that he still has power on his side of the street, and feels lucky to still have lights when so many others don't.
