    CNN PRODUCER NOTE     AlexCNYC told me, 'The situation is pretty dire still. It's a stark contrast between upper and lower Manhattan. People downtown still have no power, running water, traffic is virtually at a standstill due to the lack of traffic lights - it's total chaos.'
