How can Social Security stay solvent?

I just heard a man testify that he retired and started drawing his Social Security. Now this is not news to me for I too draw Social Security. What really surprised me was that he has three children under the age of 18 that each will get 600 dollars a month until they turn 18 and or they graduate high school.
I do know of a woman who is under 40 years that draws Social Security disability. Her son who is 8 years also gets a check each month and will until he is 18 or graduates.

Is it surprising that Social Security is bleeding out at an alarming rate?
