Force Congress to resign if they can't get their act together

In parliamentary systems, if they ever acted like what Congress does now, it would be considered an act of no-confidence forcing the current government to resign and either seek or a new one or have elections be called.

In times like these, I wish we had a system where if Congress couldn't get their act together and pass a real budget, all incumbents should be forced to resign and ineligible to run again and have elections within 30 days be called. With their jobs on the line, they would get their act together very quickly. In the real world, if one doesn't do their job, they get fired, and that should apply to Congress as well.
