Why Did FICA Taxes Go Up 2%?

Every wage earner will pay 2% more in FICA taxes then they have been in the last two years. Neither party wanted to continue the tax break. Why? Because wage earners didn't really express their appreciation for it. There is no "aha" moment when your pay check has an extra $10 in it versus getting a check from Uncle Sugar for $250 or $500. The question is will wage earners express their displeasure when they have to pay 2% more in each paycheck?
