    or as he otherwise said " It is impossible to to increase taxes, disastrous to keep borrowing and inadequate merely to cut expenses" so stated Charles Alexandre de Calonne. Of course he was talking to the King of France, Louie XVI. But our government in Washington should take his sage advice.
