A rational voter would choose competency any day of the week, over voting for anyone solely based upon their ethnic identity, which as you state, would reinforce the sacrifices of leaders and individuals from the Black community who have truly made a difference to improve the quality of life of those who live in any city, community, jurisdiction, etc.
