    Resignation of the Governor of the US Territory of the Commonwealth of the Northern Mariana Islands (CNMI)

     
    After a lengthy impeachment proceeding beginning in the year of 2012 the 18th House of Representatives finally impeached the governor, Beginol Nekai Fitial for 18 counts of corruption, charges of felonies, and neglect of duty. The impeachment proceedings were due to be held by the Senate beginning on March 7. The Senators were to act as a jury; the House was to appoint 4 managers from the members of the House to act as prosecutors. One or more current or retired judges were to be appointed by the Senators to serve to act as facilitators to ensure accuracy and fairness. The breaking news as of this morning, 11:30 AM, February 19, 2013 is that the Governor has resigned from his position to avoid impeachment by the Upper House, the Senate. We relay this information because it is historical and a precedent for the CNMI. The CNMI government negotiated with the US a Covenant whereby the CNMI became a territory of the US. The impeachment issue is included in the Constitution that was drafted and approved by the CNMI voters. It will be the first instance in the territory that includes Guam, American Samoa, Puerto Rico and Washington D.C.
