THE DARKNESS IS COMING – ARTICLE 54A: AMENDMENT OF GREECE ANIMAL WELFARE LAW 4039/2012

On January 30, 2013, at 11:00, Professor Athanasios Tsaftaris posted on the web page for ‘The Minister of Rural Development and Food’ the opening public consultation for-

Article 54a: Amendment of Greece Animal Welfare Law 4039/2012 “For despozomena and stray pets and to protect animals from exploitation or use for profit” (A15) That conselttion closed on 11th February 2013, 15:00

One of the amendments removes the previous clear definition of a dangerous animal,
‘Manifests proven unprovoked intense aggressive behavior toward people or other animals’ and replaces it with

‘Demonstrates successful or unsuccessful attack or attempted attack threatening attitude and behavior towards people or other animals’

From PROVEN they re worded the text which incorporates (threatening attitude and behavior)

In Greece, this re wording that an animal simply showed a (threatening attitude and behavior) WHICH WOULD NO LONGER HAVE TO BE PROVEN – is a GREEN LIGHT for the MASS KILLING OF ANY STRAY ANIMALS IN GREECE.

    SAFEGUARDS?

What would stop Municipalities from rounding up every stray dog and killing it?

    NOTHING

Anyone could ring the Municipality and say there is a dog with (threatening attitude and behavior) whichever company is HIRED to collect the animals will simply pick the animal up NO QUESTIONS ASKED – THAT ANIMAL HAS 15 DAYS TO LIVE BEFORE THEY KILL IT AND BURN IT

    GREECE, PROBLEM SOLVED!!!!!

d)Animals impounded because expression of aggressive behavior first or second stage (threatening attitude and behavior or unsuccessful attack without injury citizen, respectively), originally presented at the vet or veterinarian in charge of the municipality, for clinical examination and then remain under 15-day observation shelter in the municipality or in an approved shelter animal welfare associations. If, after the above time period, again subjected to clinical examination and diagnostic healthy, no behavioral problems, returned in an area c) If it is found to be dangerous or pets that suffer from an incurable disease or are unable to fully support themselves due to age or disability and the preservation of life is manifestly contrary to the welfare rules and refuse the animal welfare associations in the region to undertake care, supervision and their adoption process, the animal will be EUTHANISED!!!!!!!

THIS MEANS THAT MUNICIPALS WILL BE ABLE TO PAY COMPANIES TO ROUND UP ANY STRAYS FROM THE STREETS OF GREECE, KEEP THEM FOR 15 DAYS (WHICH WILL NOT HAPPEN) AND EUTHANISE THE ANIMAL AND THEIR BODIES BURNT BY INCINERATION WHICH IS THE LAW AT PRESENT FOR THE DISPOSAL OF AN ANIMALS BODY.

THERE WILL BE NO TRANSPARENCY WHETHER STRAY CATS OR DOGS WILL SIMPLY BE ROUNDED UP AND THROWN INTO AN INCINERATOR ‘ALIVE’ TO SAVE EVEN MORE MONEY OF A VET EUTHANISING WITH DRUGS BEFORE THE BODY IS CREMATED.
